Instituted in 1899 by Queen Victoria and struck in silver. The medal was awarded to men of the reserve forces of the colonies for 20 years service. Officers not qualifying for the Decoration (VD) were eligible for the medal providing 20 years service had been completed.

Approximately 2,300 were awarded to Australians before being replaced by the Efficiency Medal in 1930.
